During Wrestling Observer Radio, Dave Meltzer explained why WWE made the decision to switch the title so late in the Survivor Series build. It all came down to them wanting to produce a babyface/heel match on November 22nd.

“They had nothing going on and they had already done a bunch of Randy Orton/ Drew McIntyre matches that Drew McIntyre kept winning, and to keep it going they had to have Randy Orton win one, so they did. In the end, I guess they could have held off until the pay-per-view, but I guess they wanted a babyface/heel dynamic in this match.”

It was noted that Randy Orton vs Roman Reigns would have been a “nothing match” at Survivor Series. They are both good wrestlers, but it would have been two heels battling, and the end result would have seen fans cheering for Roman Reigns, and that is not what they want right now.
